A foundation model vendor carries the heaviest evidentiary burden in the entire AI value chain. A bank deploying that same model carries a different burden, defined by sectoral supervisors who never anticipated systems that learn. A consultancy advising both is structurally constrained by independence rules that did not exist a decade ago. A public administration buying any of them operates under constitutional obligations no private buyer carries.
